Building Codes

THE CODES ARE COMING!... THE CODES ARE COMING!

What codes am I talking about? The Uniform Construction Codes became law in Pennsylvania on April 9. What does this mean? All building will now have to meet the 2003 International Building Code requirements. All new home construction or remodeling will have to be built to nationally recognized standards that will be inspected at every level by a third party. This includes footings, foundations, insulation, mechanical, electrical and plumbing systems.

Who are these third party people? They are certified professionals who have taken and passed a series of code exams given by the International Code Council (who wrote the codes) and registered with the Pennsylvania Department of Labor and Industry. A list of professionals and their certifications can be found at www.iccsafe.org and www.dli.state.pa.us.

Prior to the uniform construction codes, unethical builders were able to take advantage of consumers by charging high prices for poor construction that a homeowner may not have discovered until it was too late. President Scott H. Cannon of the Pennsylvania Builders Association said it best when he wrote this, "Pennsylvania was one of only three states in the nation that did not have a building code...yet we live in a state where we are required to have annual automobile inspections. The uniform construction code was developed to encourage standardization and economy in construction. It protects consumers from poor construction methods and provides them with assurances that homes have been built to scientifically tested standards."

The UCC cost of $500 - $1,000 for a complete round of full inspections is well worth the cost for the peace of mind that it brings consumers. Remember to ask your contractor if he/she is getting the necessary approvals and inspections performed by certified professionals.
